A system for rating assessment of the effectiveness of the work of state bodies and organizations in anticorruption is being introduced
Abstract
Resolution of the President of the Republic of Uzbekistan dated January 12, 2022 No. PR -81 “On measures to introduce a rating assessment of the effectiveness of anti-corruption work” provides for the introduction of a rating system for assessing the effectiveness of anti-corruption work (hereinafter referred to as the Rating Assessment) in the ministries, state committees, departments and local executive authorities starting from March 1, 2022 (hereinafter referred to as state organizations).

The introduction of
a rating assessment system will make it possible to determine the level of effectiveness of measures of state bodies for combatting corruption.
This, in turn, will create conditions for a systematic analysis of the state of corruption, identifying areas with high risks of corruption and the causes of corruption offenses, taking appropriate measures to eliminate them, and increasing the responsibility of heads of state bodies.
Based on the results of the rating assessment:
The Anti-Corruption Agency will provide recommendations on further improving the efficiency to the state bodies, the effectiveness of which in combating corruption is recognized as satisfactory;
in state bodies the effectiveness of which in combating corruption will be recognized as unsatisfactory, a program of measures to improve the effectiveness of anti-corruption measures will be developed, which shall be approved in agreement with the Anti-Corruption Agency. The report of the administrators of the specified state body on the implementation of the measures specified in the program of actions will be heard at the National Anti-Corruption Council of the Republic of Uzbekistan on a quarterly basis.
In addition, the Resolution approved the followings:
Regulations on the rating system for assessing the effectiveness of anti-corruption work in state bodies and organizations, including local executive authorities;
Roadmap for the implementation of a rating system for assessing the effectiveness of anti-corruption work in state bodies and organizations, including local executive authorities.
Based on the test results, the electronic platform
“E-Anticor.uz” will be improved, which will then be used for rating assessment of the effectiveness of all state bodies activities in combating corruption.
Upon development of the Regulations on the rating system for assessing the effectiveness of anti-corruption work in state bodies and organizations, including local executive authorities, international standards in the field of combating corruption were taken into account, as well as best practices of foreign countries such as South Korea, Malaysia, Vietnam, Lithuania, Romania and Moldova were used.
